Within that film are corrosion products like metal oxides and hydroxides. This serves as a barrier against surface corrosion.  

In addition, stainless steel is durable and hard wearing (often more so than other metals). As a result, stainless steel shim washers are harder to dent and take longer to wear down. Furthermore, stainless steel shims are not susceptible to tarnishing and water stains. Instead, it maintains a clean aesthetic appeal.
